The Hound of Hounslow (How an Autist Broke the Market)
On May 6, 2010, Jim Cramer’s brain broke. “That is not a real price,” he yelled to his monitor. “OK? That is not a real price.” Proctor & Gamble had just fallen 25% in a manner of minutes, then 29%, then 31%. Cramer had never seen such a shiny knife, such a beautiful buy, and he searched frantically for the right camera to beg his followers to add PG to their portfolio. There weren’t enough buttons on Cramer’s soundboard to fully capture how he felt about the quickest drop in Dow Jones history. In what would later be dubbed “The Crash of 2:45” or simply “The Flash Crash,” over a trillion dollars was wiped from the stock market in a manner of 15 minutes. The odd thing was, despite dropping more than 9% at one point, the market would rapidly recover a bit after 3 PM and would close only 3% lower for the day. In the ensuing days and weeks, journalists and financial commentators and United States Congressmen would try and determine where this volatility had come from. Something weird had just happened. # In the investigations that followed, regulators would consider a couple of theories. Was this a “fat-finger trade” where a trader inadvertently placed a large sell order, triggering a domino effect of sorts where algos would in turn sell? Was this a well-coordinated cyberattack, aimed to cripple American institutions? Was it simply a dip exacerbated by high-frequency traders? Had Janet Yellen forgotten to change the printer toner? Nobody knew. But five months after the flash crash, the SEC and the Commodity Futures Trading Commission (CFTC) released a joint report that on May 6, 2010 the market was “so fragmented and fragile that a single large trade could send stocks into a sudden spiral.” They stated that a group called Waddell & Reed Financial Inc. had inadvertently played a role in the crash by initiating a sale of 75,000 E-Mini S&P contracts ($4.1 billion total) as a hedge to an existing position. This, the report said, coupled with the high-frequency traders trying to sell the long futures contracts they had just picked up from Waddell & Reed, led to a game of “hot potato” where the contracts were resold to other HFTs. The report though was leaving out a crucial player. # In 2005, Navinder Sarao was living the dream. At 27 years old, he still lived with his parents in Hounslow, a working-class suburb outside of London, demanding tendies to be delivered to his bedroom by his sweet emigrant mother. To the people who knew him, Navinder, or Nav, was known to be quick-witted and quick to anger. He was dominant at Halo and FIFA, and he had a proclivity to focus on one task for hours and hours on end until he mastered it. He was almost obsessive in his interests. Despite still living with his parents, young Nav had aspirations. In 2006, he responded to an ad in the Evening Standard that read, “Wanted: futures traders. Must work well under pressure.” That’s it. That was the ad. And Nav, with no experience and a honey mustard-stained tie, went to the FutexLive headquarters—a drab office situated above a supermarket 45 minutes outside London—and successfully hid his Asperger’s and got the job. He was now a professional trader. Nav picked things up quickly. Realizing that he was surrounded by day-trading retards, he moved his desk to the corner of the shabby trading floor and bought a pair of noise-canceling headphones. He’d found success trading E-mini S&P Futures, which is the primary futures trading vehicle for the S&P 500. And with his noise-canceling headphones, Nav would follow the orders that would enter and leave the markets. His coworkers would marvel at the autist in the corner and the returns he was regularly pulling in. Then 2008 happened. By the time the financial crisis was in full swing, Nav was almost thirty and had decided to leave Futex. He had accumulated $2 million from his trades the last couple of years, and he figured the most prudent move as a budding millionaire was to set up his command center in his bedroom. He still lived with his parents. # Nav realized something early on in the mortgage crisis that not everyone else did. He realized that governments would be forced to step in and save these retarded institutions, and he knew the banks wouldn’t be allowed to fall. And he bet $2 million—his whole net worth at the time—that he would be right. He made this bet on a Friday, and the following Monday, George Bush announced the TARP plan. Prices proceeded to recover 19% over the next couple of weeks, and Nav rode the wave and turned his $2 million into $15 million. Did he rest on his laurels? Fuck no, this kid’s retarded! He wanted GLORY. # Around 2010, the markets were seeing an influx in high-frequency trading, and Nav took personal insult to these robots. And unsurprisingly, fueled by Code Red and autism, Nav’s algo worked magnificently. Pretty soon, he was regularly pulling in half a million a day. All the while living in a cramped bedroom of his parents’ home that cost $300,000. # May 6, 2010, started out as a regular day for Nav. The markets were sliding a bit, and Jim Cramer was flailing about his studio as though he were fighting a cloud of bats, but this was roughly on par for the time. Nav’s algo was pumping E-mini sell orders into the market—$200 million worth of orders to be exact—which ultimately resulted in a loss of liquidity (don’t ask me how this worked, I’m still confused why my PLTR 12/11 40C aren’t printing). At around 1:40 EST, or 6:40 in Hounslow, his mother called from the bottom of the steps to inform Nav that din-din was ready and would he please come down. So Nav logged off. And exactly one minute after that, the market began to fall at a rate that had never seen before. Nav had no idea though; he was in an argument with his father about why he needed to chew with his mouth open in order to let the scalding tendy fumes out. A trillion dollars had been wiped from American markets, and the instigator of it all was too retarded to know what he’d done. The tendies were good though. # The trillion-dollar loss turned out to be not that big of a deal. The DOW snapped back from the 9% freefall like a rubber band, like any stock that Andrew Left has deemed to be a casino. But the NYSE and NASDAQ officials proceeded to meet over the next couple of months to try and determine what caused the nosedive and rapid recovery. In the reports that they would write, regulators made no reference to manipulation and no reference to Nav. In fact, he wasn’t even aware there was an investigation going on. He wasn’t aware he did anything wrong. But regulators eventually began to notice that Nav was canceling a lot of orders. The CFTC sent him an email and asked if he could explain what he’d been up to. What was the reason for his canceling an obscene number of orders? That’s what big banks did. And that’d usually be fine and all, but Nav was a singular trader and that made it suspicious. Nav wrote back to the CFTC explaining in careful terms that he had nothing to apologize for and that the CFTC could kiss his ass. He actually sent that. He told the CFTC to kiss his ass. Which, in hindsight, might’ve been a bad idea but the regulators were still too stupid and boomery to charge him with anything at the time. Nav would’ve gotten away with it too if it weren’t for a blabbermouth desk trader in Chicago who months later reported a different block of Nav’s trades to the CFTC, rekindling the case against Nav. The investigation and case were dragged out over months and years, and I know 99% of you were too impatient to get this far, so I’ll give the cliff notes for the rest. Basically, Nav would eventually be charged with “spoofing,” which is the purchase of a large block of orders with the intent to cancel them. Spoofing artificially drives prices higher or lower. So the FBI and other concerned parties showed up on the doorstep of Nav’s Hounslow townhome in 2015, and he was extradited to the U.S. The judge learned he was worth $50 million, so he set bail to $7.5 million. Curiously enough though, Nav couldn’t access the $50 million or pay bail, and it was later determined that he’d somehow lost the fortune, seemingly to various shady investment advisors who promised to keep his money safe. (I personally like to think he’s stashed his earnings into a Caribbean account and that he’ll return to his private island once things blow over) Over the next couple of months, Nav worked with investigators and taught them how market abuse happens. He was diagnosed with Asperger’s by a prison doctor, and the judge, sensing the moral dilemma of incarcerating an autist, and sensing Nav had received punishment enough from being scammed out of his $50 million, recommended a year of house arrest. So Nav is currently serving his year of house arrest in the same bedroom where he amassed $50 million. But now he’s penniless at 41. It was a minor player that quit the market in 2019. Vanetsyan's father also owns 60% of A B Trans transportation company. In Nov/2019, CivilNet wrote about Arthur Vanetsyan's cousins' possible involvement with Zangezur Copper factory (massive business). The same offshore firm in Cyprus, which purchased Zangezur shares, was tied to Vanetsyan's cousins' another business in the same offshore. Vanetsyan's cousins also own a Switzerland-based Exoil wholesale cooking oil and shipping company. In 2019 it had a revenue of $148 million (11 billion Rubles). The cousins don't do this business in Armenia. Per 2019 registration, Arthur Vanetsyan himself owns one apartment, $10,000, and ֏1 million. In August of this year, Russia extradited a former HHK MP Alraghatsi Lyovik to Armenia. He was wanted for allegedly burglarizing and shooting at a senior IRS official a decade ago. At the time, his case was "frozen". It was relaunched in 2018. (magic wand) NSS says: suspect Lyovik, with the help of citizens AK and AN, organized an armed burglary against IRS Chief (?) Avetisyan in 2008. AK was in the United States. In 2004, he stole $150,000 from jewelry shops in Los Angeles. He got caught but managed to flee to Armenia. The goal of this reform is to have political parties that are more about ideology and less about an individual. I want my players to go through and plan a heist in a casino, the only problem is I have no clue how to set this up. The magical item is a monocle that vastly increases the wearer's wisdom (to about 26) but after being in touch with the object for a week the wearer is corrupted and becomes evil and desiring power (this is a running trend throughout the items my party is sent to retrieve throughout their adventure each item increases a different stat). The origin of the Casino is that it used to be a random casino in the middle of a nowhere town when a beholder decided to make the town it's home base. with the assistance of the magical monocle, he is able to cheat his way through the casino until he wins a bet with the owner in which he wins the casino. I am undecided if the heist will take place through the whole town or just in the casino, seeing as I have limited time though probably just the casino. Sae Nijjima's Palace from Persona 5 would be a huge inspiration to the layout of the casino. The party's level is 5 and there are only 3 members so I DO NOT want them to fight the beholder, if they get into an encounter with the beholder he agrees to play a game of chance for the item/hostages, being either a rigged game of poker where the party has to cheat in creative ways to win or a game of Russian Roulette (by a different name as Russia does not exist or with a different reason for the name like Russia being the last name of the person who invented it). Wanted to add another perspective from a mid-30s first-gen American. I've had some missteps regarding careers and finances, but I feel like I'm in a slightly better place now. I tried YNAB in the past but I wasn't consistent enough with it. These days I use Mint to monitor my finances and have a "Finance Friday" each month to review all my accounts and spending. I currently live with my partner TJ and his dog RR. We do not combine finances, but he has been unemployed since March. I have helped him with some bills and basic necessities here and there until he finds his next job or career. My current financial goals are to just maintain a status quo and not get any debt until pandemic times are over. Then I will focus on a house remodeling fund and savings for taking care of my parents. Growing up, what kind of conversations did you have about money? Did your parent/guardian(s) educate you about finances? My parents taught us about money from a frugal perspective. They are immigrants who worked in food service/factories. He helps me out in understanding it and we identify most of the fields that I need for a project I’m starting. 5:30pm I check in with my partner. He's been watching LinkedIn tutorials on internal recruiting, job coaching and general computeoffice skills. It's a career change that he wants to make - something where he can talk to and help people. He doesn't have a bachelor's, only an associates, and hopes these tutorials will get him a leg up in the job search. I sent him some entry level HR admin roles the other day and remind him to apply. It definitely helps stretch our food budget. We end the evening by finishing Fargo season 3 on Hulu. Daily total: $17 Wednesday 1:30am I'm woken up by the dog. He's been sneezing a lot and wheezes at random intervals. TJ doesn't have the money for a vet visit but I've offered to pay as long as he calls to make the appointment. I give the dog some coconut oil, rub his belly until he seems better and go back to bed. 7am Garbage day. We usually put it out the night before but I forgot. I get up to go, but TJ handles it. I think, at least. I'm too sleepy to pay attention and go back to bed. 9am I wake up and rinse some dishes that have piled up and put them into the dishwasher. We both grew up in households that had a home dishwasher, but forbade from using it. It was drilled into us that hand washing saves more water, unless you had a restaurant/industrial dishwasher. I think with modern home dishwashers, that's changed, so I wanted to try it out with our dishwasher and monitor the water bill. Don't have any dishwashing pods or powder, so I put some OxiClean in it. 12:30pm I overhear TJ on a call with a recruiting agency. It seems to be going well, lots of laughing. I heat up some taco lasagna that I freezer meal-prepped last month. 2pm Collaborate on a project at work with an engineer. My manager put me on this project since I was asking for an assignment on a more technical team. I'm learning tidbits here and there, but I don't feel like it's structured enough. 5pm I do an Orangetheory-At-Home workout and try to break a sweat. It's not the same as going to their studio. 6pm Charcuterie for dinner. Our fridge is full of store-bought and homemade pickles that go super well on a charcuterie board. Daily total: $0 Thursday 7am I wake up tired. The house has been feeling more cold, which woke me up a few times. We keep the temp at 72F during the day, at night around 68F since we thought the bedrooms keep the heat in pretty well. My mistake! 9am I do my usual morning routine and login to work. My team mostly spends the morning sending each other emojis. 11:30am Lunch today is mini quiche, frozen chicken and veggie entree, and hot dogs. Not the most cohesive meal, but it fills the belly. 12:30pm TJ heads out to his mailbox that's 30 minutes away. He is still waiting on his tax return and a 401k withdrawal. His taxes had to be filed by mail for some reason, then the IRS office shut down due to COVID. So he wanted to see if it arrived yet at the mailbox. He also takes the dog to the vet's urgent care on his way. They didn't have any regular openings available until the end of the year, and the dog seemed to be getting worse. I give TJ $40 to mail a gift package to a friend in France and also reiterate that I'll cover the vet bill when he gets it. 4:30pm I pay some bills, my favorite activity (not)! Sewer bill: $59.44 (billed every 2 months). Geico bill: $459.60 billed every 6 months. Then I follow up with my mortgage officer over email. I had sent her some documents for a refinance quote last week, but haven't heard back. Rates keep dropping, so I'm told, but what does that really mean? I do some research on realestate. 5pm TJ messages me and says he'll be back for dinner. I ask him to pick up some Popeyes via drive thru since we both don't feel like cooking today. Popeyes is currently our fancy “going out to eat” food. $24.17 for a 4pc dinner meal and a 2pc dinner meal. Daily total: $583.21 Friday 8:30am Busy morning at work. My phone is buzzing with emails and Slack messages. I try to answer them while I make tea. 10am Zoom Department happy hour. We reminisce about our director and then play those Jackbox party games. Some of them are hard! 11am TJ asks if he can make me anything for lunch. He suggests savory oatmeal, quick and easy. I tell him that I really appreciate him making meals/doing chores/etc without me prompting. We've been having conversations about "house project management" and mental load because I did most of the chores or I had to continually remind/tell him to do it. I'm really happy to see us progress on this front. I decide to work through my lunch break so I can end the day early. I don't often do that, but I'm ready to get the weekend started. 2pm I check on TJ in the spare bedroom and ask if the dog has been fed yet, since he was nipping at my feet. I notice something off about TJ and ask how he is doing. TJ is depressed about his personal life, career, finances. He doesn't know what to do, spends half the day meditating and reflecting on past trauma. I've been prodding him to get a therapist but he is confused about his insurance. He makes an appointment with a primary care doctor first. I feed the dog some homemade dog-friendly beef stew. 4pm My mom swings by the house (but doesn't enter). She currently works at a school who distributes free USDA food boxes since March. There's often many boxes leftover that would go to waste, so she will grab a box for us. Onions, potatoes, beets, turnips, eggs, cheese, butter, frozen veggies and frozen chicken. She also brought her vintage pasta maker. I asked last week if she ever used it these days and her reply was “no, feel free to have it”. I love pasta and noodles and figure it would be great to make it ourselves as a frugal hobby. 8pm We catch up on Mandalorian and watch silly Youtube videos before heading off to bed. Daily total: $0 Saturday 9am I open up my web browser and look at Craigslist and NextDoor for free stuff. I've been scouring for free landscape rocks, pegboards, and wood for house projects. I had this grand ambition to redesign our backyard. It faces our neighbor and currently the fence is pretty low. They can see into our kitchen and bedroom and we can see them. But y'know, COVID and going from dual income house to single income means it all has to be put on hold. So I've been looking for free items in the meantime. Over the past months, I've gotten planter pots, plant cuttings, a raised bed, stepping stones, all from free listings. I don't see anything worthwhile so I go and make some tea. 11am I look at Amazon and make some purchases for Reddit Secret Santa. A foodie kit, DVD of their favorite movie, and some cute pens for their writing hobby. $54. I hope they like it! 12pm TJ heats up leftover stir-fry for lunch for us. I put on some Binging with Babish and we watch how to make pasta. We have a plan - TJ makes the pasta, I make the sauce. Perfect date night activity at home. We watch some more videos on pasta and noodles to educate ourselves. 4pm I start prepping veggies. Big batch of onions, canned tomatoes, ground beef and butter in the instant pot. Meanwhile, TJ works on the pasta by following Babish's instructions. 7pm We gorge on fresh made pasta and bolognese sauce. It's so good! We end up watching Fargo. 11pm Usually I'll be in bed by now, but it's a Saturday and not tired yet (probably because of all that pasta). We play some Kirby's Dream Course on the Switch. Daily total: $54 Sunday 10am Quick walk around the neighborhood with the dog. He's on a new routine now with the medicine he's taking. It seems to be helping his breathing issues. 11am The pasta maker and flour is still out since we didn't clean up yesterday. There's some old pie crust in the fridge so I roll it out with the pasta machine for mini quiches. (Sally's Baking Addiction blog is my go-to place for her all-butter crust and quiche recipes btw). TJ helps by mixing up the eggs. 3pm I play some Genshin Impact (GI) on my phone while TJ plays Starcraft in the office. I don't usually play gacha games, but the Zelda BotW-style of GI appealed to me. A gacha game is a game with randomized characteitem boxes that you use real-money to purchase a “pull” or to spin the wheel. I know the gacha parts of the game can be a real money sink if you get addicted to them, it’s almost like gambling. My main team is Fischl, Bennett, Barbara and Noelle. I level up to AR 22 and look up free-to-play tutorials for the game. 6pm There's some leftover pasta from yesterday, enough for both of us. I throw in some roasted beets to round out the meal. We watch more Fargo while eating. Almost done with Season 3! 10pm I find a tour operator who offers a small, socially-distant snowshoeing tour up on the mountain. Section Five: Reflections Aside from the car insurance bill, this was a typical week for me, COVID or not. We make the majority of our meals at home and usually splurge on drive-thru/delivery once every other week. I may have overspent on the Secret Santa gift, but I don't often give gifts out to friends. It's not something our family does either. For TJ’s Christmas/birthday gift, we usually talk upfront about costs. I’ve gifted him fancy restaurant experiences the past 2 years, since we can share that experience, but obviously can’t do that now. Snowshoeing is a nice change of pace. The conversations with TJ this week have given me thought on how to approach him differently about finances and working together in a relationship. I’m still unsure about the future financially, particularly as my parents near retirement age and that TJ has pulled out his 401k to pay his debts. I don't know if I can support both my parents and TJ together, so I am finding ways to upskill and/or side hustles without becoming a workaholic or bogged down by stress. Writing this money diary was also the first time where I really paid attention to my past income and current income. I might be contributing too much into ESPP that could go towards the 401k or mortgage instead? I also seem to have been underpaid for what I did in past jobs, even in a LCOL area.
I want my players to go through and plan a heist in a casino, the only problem is I have no clue how to set this up. The magical item is a monocle that vastly increases the wearer's wisdom (to about 26) but after being in touch with the object for a week the wearer is corrupted and becomes evil and desiring power (this is a running trend throughout the items my party is sent to retrieve throughout their adventure each item increases a different stat). The origin of the Casino is that it used to be a random casino in the middle of a nowhere town when a beholder decided to make the town it's home base. with the assistance of the magical monocle, he is able to cheat his way through the casino until he wins a bet with the owner in which he wins the casino. I am undecided if the heist will take place through the whole town or just in the casino, seeing as I have limited time though probably just the casino. Sae Nijjima's Palace from Persona 5 would be a huge inspiration to the layout of the casino. The party's level is 5 and there are only 3 members so I DO NOT want them to fight the beholder, if they get into an encounter with the beholder he agrees to play a game of chance for the item/hostages, being either a rigged game of poker where the party has to cheat in creative ways to win or a game of Russian Roulette (by a different name as Russia does not exist or with a different reason for the name like Russia being the last name of the person who invented it). Sorry for anything that does not make sense or is written badly as this was more of a brain vomit rather than a well-written thing. if you want any more details I will answer in the comments. What should I add to make this Heist feel like a heist movie? How should I set up and do guard patrol? How should I protect the objectives? We will need a comprehensive evaluation of how and why things developed and ended that way. We must face the reality and admit that we have made mistakes for many years, the mistakes we have made have been systemic, conceptual, substantive. This cannot be a result of one person or events in just a few years. Did I understand all this while taking office as Prime Minister? Of course. Was I trying to change the situation? Of course. I am now more convinced than ever that there was simply no time to stop the spinning wheel of history. The borders in the Syunik sector are being adjusted, or rather, the Armenian Armed Forces are being stationed on the internationally recognized borders of Armenia (there were no soldiers here before because Syunik was not bordering Azerbaijan before the war). This process changes certain setups we're familiar with, introduces inconveniences, complications, and emotions. In reality, this is being done to ensure and strengthen the safety of Syunik. How? In areas outside of the Republic of Armenia, there was a high risk of military actions, which could carry on to Syunik with all their consequences. By doing the border demarcation of our internationally-recognized lands, we are introducing security assurances. Additionally, Russian border guards are already stationed in some parts of Syunik, which creates a whole new situation. The demarcation can complicate travel on some roads, but these are issues that can be resolved by having an AM-AZ-RU document (specifically about road safety). Not one millimeter of Syunik or Republic of Armenia land has been conceded. Any claim to the contrary is simply false. The people, only the people, should decide the fate of the government and not the elite circles. My November 18th Roadmap will address post-war issues and establish internal stability. Upon exiting, he came across priest Pargev Zeynalyan. Pashinyan raised his hand to greet but the priest let it hang in the air. Pashinyan left. A church representative said the priest had the right to express his political beliefs. That didn't prevent the crowd, angry at the priest's conduct, to march to the church and block its entrance. They wanted to kick the priest out. The police told the crowd not to enter. The priest refused to meet the protesters. The protesters left and promised, "not to allow the politicized priest to enter that church again". The priest denied subsequent false rumors about police allegedly raiding his house over the incident. border demarcation: Shurnukh border village suburbs
Mayor of border village Shurnukh, Syunik: The 12 houses in the lower suburbs, which according to rumors were supposed to go under Azeri control, will stay under Armenian control, according to the latest updated information. The army and Russians came and began working on border installation beyond the village area. I'm not entirely sure this is the final status, it could change, so stay tuned. First incident. Former regime's activists attempted to prevent Pashinyan and tens of thousands of participants from marching to Yerablur Pantheon on weekend. During the incident, they identified a journalist from "Azatutyun" (pro-western) and began assaulting him. (Azatutyun office was also raided by supporters of former regime on November 10th). Second incident. 5TV is owned by Kocharyan's friend. It has a record of manipulating interviews and information in general (e.g. the March 1st documentary). Some people don't like them for this reason. 5TV reporter was cussed by Pashinyan supporters, while QP MP Andranik Kocharyan refused to take questions from him. Third incident. PRESS casualties during the war
HR Ombusmn: Five foreign and two Armenian reporters received severe injuries during the war. One reporter was killed. They were targeted by Azerbaijan intentionally. They were wearing PRESS uniforms, which are visibly different from army uniforms. felony investigations post-war / SIS launches an investigation to examine:
1) Reports of officers disobeying commands during the war, and desertion. 882 cases are being examined. Dozens have been charged. 2) Several civilian and military individuals intentionally spread alarming information to create panic among soldiers in the front lines (Vitalik's friend's incident, possibly), and claimed that the war was already decided, it was a conspiracy, and that it was pointless to fight. There are multiple felony cases regarding this. Investigation continues. 3) A felony case is launched against an officer who refused to do his duties in the southern part of Artsakh. (if this is General Movses Hakobyan, expect him to cry "political persecution" because he was the first one to give a press conference to create a narrative, a-la Dodi Gago). 4) Investigations over claims made by General Movses Hakobyan on November 19th. We're investigating a group of high-ranking officials for possibly violating protocols set by the Defense Ministry, which lead to reduced performance, which impacted the outcome of the war. We are also examining the reports, submitted by various political parties, to investigate the $5 billion offer that was made to Pashinyan by Aliyev (the offer Aliyev made to Serj and Pashinyan to give away 7 regions without a fight). 5) A felony investigation was launched [to investigate Pashinyan] after [former regime figure] Garnik Isagulyan claimed that Pashinyan took a $48 million bribe from Turkey and that his NSS chief Qyaramyan gave away 1400 passports to Azerbaijan, and helped Azeris to invade Hadrut. Isaghulyan was invited to SIS to provide evidence; he refused. The examination found no proof of these claims. A felony case was launched against Isagulyan himself for making false reports. 6) There were multiple reports in mid-November that Shushi was "sold" and an order was given for soldiers to deliberately retreat so Azeris could take it. This was investigated by SIS and NSS, courts were involved, reports from various media outlets are being investigated, including Arayik's leaked phone call and General Samvel Babayan's "post-mortem" interview. Additionally, there is an investigation of the embezzlement of property belonging to the army. Why Goons are the "Good Guys" of Eve - An essay by Asher
Quick note: This post took me a long time to write, many hours between conception, editing, and execution. If you would be so kind as to not downvote it strictly because you disagree with me, I’d appreciate it. If you think this is a low effort post, or doesn’t contribute to discussion, then please do. This started out as more of a bullet point list of reasons but as I rewrote it became more of a story of my experiences as they relate to Goons. I hope you all enjoy it more this way. One of the conceits of the war from the PAPI front is that “Goons are the bad guys of Eve”. I’ve found this narrative vexing, because over the last five years I think Goons have swung from comical Eve bad guys to the best of the large alliances in Eve. I’ll explain why I believe this is so. But first let’s address some things: One of the disadvantages of being around for so long is that we have to carry around all of the bad baggage from years past. There are a lot of “old twitter posts” some of which are pretty awful. Bad people, bad memes, and the like. Some of it is just stupid in retrospect, some of it deeply embarrassing. The positive news is that I think the alliance has become the leading example of what a large alliance should be in the game. Good to its members and a fun adversary to an outsider. Going back to 2015 Goons had gone through 1 “cultural revolution” which had defanged a lot of the casually terrible stuff that was common in Eve back then (ie: jewing was a common term for ratting/krabbing) but still had a lot of vestiges that wouldn’t be fully swept away until cultural revolution 2 (where we probably landed on the side of too heavy handed, but that’s a story for another day). However it was, in my opinion, peak “bad Goon” in terms of gameplay philosophy. Sion had just pushed the Viceroy plan - something I considered one of the most ill-conceived efforts to get content in quite a while. “Helldunks or blueballs” was the byword, and Reagalan snapping the phrase at some unremembered skirmish commander saying just that was the talk of the Eve subreddit. Spin was, in the most generous terms, pretty far-fetched. Line members were considered pretty dumb and the apparatchik were fairly devoted to passing down the party line. At the time I was an up-and-coming FC. I had already formed my Reavers SIG about a year before in Oct. 2014 and had won some heavily outnumbered fights against most expectations. I was getting a big push from alliance leadership and kept winning fights as I got sent out on mainfleets I was quickly got promoted into bigger roles to the point where I was running main fleets as the main FC. Laz was mostly AFK after winning B-R5 and trying to do the streamer thing, but still around for big fights. Not long after Vily left Goons. A few months later Endie, Elise and others would start aggressively lobbying me pretty hard to leave Goons and I started getting BIG CASH OFFERS on the table from other people as well. This was the start of the Casino War. At this point I think Mittens started sensing the sharks circling and promoted me to ‘skymarshal’. This is a mostly tongue in cheek position but one that meant you were in charge of the Goon military. At this point I had a lot of problems with the way some things were being handled in the alliance military, but I was fully committed to making change from inside rather than leaving my group behind (I had only been playing Eve seriously since 2013, but I’ve been a Goon since the early 2000s). One of my biggest problems was the “helldunks or blueballs” philosophy. I thought it was a great way to win one war but a terrible way to retain members. During much of 2015 I had the feeling that we were rotten to the core, that our strength was mostly fleeting. Although there were some specific moments that I felt could have stopped the Casino War before it started, (mostly by counteracting SMA’s mind boggingly bad decisions) I felt that theViceroy program and the disasterous lowsec campaign had already exposed a lot of our weakness to the whole galaxy. Despite the losses, the Casino War turned out to be a huge boon to Goonswarm and our allies that stuck with us. It got us out of Deklein into Delve which was (at the time) much better space. We would have never got rid of Deklein otherwise. It taught us a lot of lessons about sprawl and not fighting over-extended. It showed us the flaws in our organizational structure. But most importantly it opened minds to re-evaluating certain dearly held doctrinal beliefs. One that I wanted to challenge almost immediately was helldunks and blueballs. I felt that our guys being generally unchallenged lead to us having great numbers of fair weather friends who could be relied on for dunks but would split when the going got tough, both in Goons and throughout the other alliances in the CFC. In our exile to Saranen, we saw exactly that. My doctrinal belief was, and still is, that regularly placing your guys in tough positions results in better pilots and in people who are happier overall. We grow personally and as a group by overcoming challenges. A helldunk is a Pepsi Cola. A struggle overcome is a 14 year old scotch. After the Casino war we moved to Delve and were in pretty bad shape resource wise but you knew every person who stuck with you was true blue. I’ve never had more fun than my days in Saranen as the war wended its course to an end, and part of that reason was you knew that every person who was with you in Saranen would ride with you against all odds. I was determined to capture the ‘Saranen Spirit’ for people who were there and for those who would start playing or join us later. It took a while though. When we first arrived in Delve PGL followed us there with the goal of destroying us once and for all, but by this point there was no fat left. Every single person was battle hardened and the money and will to follow us had run out. We stopped his campaign pretty quickly. Change came slowly at first. We had a lot of wounds to lick, a lot of data to process and people were just tired. The first turning point against helldunks/blueballs came with our Hakonen deployment. We took a shot at Tribute with just carriers and dreads versus an enemy supercap force that clearly outnumbered us. It was a very fun deployment for us but we did eat a ton of negative publicity about how “bad” we were. I think it bothered Mittens a bit (maybe a lot) and I don’t think he had yet realized the value we gained out of it. After seeing GOTG’s impressive subcapital and supercapital contributions during the Hakonen deployment, we decided to deploy some of our combat SIGs to Pure Blind to begin harassing our enemies on that front, once again committing to an offensive in a deliberately handicapped fashion. For almost a year, we whittled down multiple alliances with relatively tiny subcapital fleets and the odd dreadbomb. All of this built up to a climax in 2017. X-47 was one of the most consequential fights in recent memory, and once again we put ourselves in a rough spot to get it. We started the titan fight with dead-even numbers against an enemy with Keepstar advantage and all that entails. Less remembered but even more significant was the oppressive tether doomsday bug/feature, which put our super fleet at a significant disadvantage. In the armor timer, we gave them the opening volley and it started off really poorly for us, but we ended up pulling out a victory. The hull timer was a much more lopsided victory in terms of Titan kills, , and the Keepstar death all but ended serious resistance in the war. Still, I remember the anxiety going into the fight, I don’t want to sound over-dramatic but I spent the whole night before prowling my house, unable to sleep. I had figured out the value of the Imperium supercapital fleet and it was in the millions of dollars if you converted it to plex. It’s a huge amount of pressure on the shoulders of the FC to know that if you mess up you could lose that for the people who put their trust in you. It’s also a very small group of people in video game history who can make a statement like that so it’s a fun and unique cadre to belong to and my respect to those of you who have shouldered that burden before. Throughout all of these campaigns, I think it became more and more clear that this new military philosophy was the superior one, and ditching the ‘helldunk’ strategy was the correct move. Over time I slowly pulled Mittens towards my view point on this - that there is something of more value than just numbers. Our doctrines started evolving too. This might sound comical, but for a long time Goons had avoided cap chains. It was thought that the Goon line member couldn’t handle it. Now when I see our fleet spreading ewar really effectively, and our very effective cap chaining logi, and multiple FCs all doing different tasks, I can’t help but smile. Hard work pays off. After X-47 we wrapped up that war and went home. We would come back in the not too distant future to finish the work we had started. We expected a stronger response in Tribute, but after an initial hard fight the regions were vacated and we glassed it. Unlike every other group in the game, we didn’t immediately find some renters or delegate an underling to occupy the space. We left it fallow and a really healthy ecosystem of small alliances has flourished. We didn’t know exactly what would happen in this space, but since we left Deklein we have very conspicuously and openly avoided taking space and sprawling out. And I was very satisfied to see what can happen when you leave some space open for anyone to use. After that last northern campaign, we went home again during the chaos era before we started our GEF campaigns the following year. Once again, we deployed against superior enemy numbers with capital superiority and fought outnumbered in two separate campaigns. At this point it felt like we had burnt away all vestiges of helldunks or blueballs. Coming into July I had this short convo with Mittens, and I think it illustrates how our relationship has grown and the trust that you can build even with people who initially had vastly opposing views on how things should be run: https://i.imgur.com/YyIE1bs.png I’d like to address a few more points that I think lie strongly in our favour: Supercaps – Goons have been opposed to them for as long as I can recall. All our CSMs have publicly come out in favour of them being nerfed, even though it’s long been to our strategic benefit for them to be strong. Over the last few years we’ve lost people in comparison relative to other alliances. Some people have aged out, some didn’t like the way we fought wars and went to climes that agreed with them more, but we’ve always had the most supers and we’ve constantly argued that they are unhealthy for the game. I have personally lobbied for them to be nerfed, in public and in focus groups with Devs, because it’s our belief that they are unhealthy for the game. Part of why we are being attacked is because our enemies believe that dreads can be used against titans much more effectively than in the past, and they can flex their numbers advantage in that area on us. If we end up losing because of this, we’ll have lobbied ourselves into that position. I think part of the gulf in perspective between us and our enemies, especially the TAPI FCs is that they just fundamentally view the game differently than we do. But at one point we were much closer. Vily left in 2015 in the middle of helldunk/blueball and copious spin and he’s brought the Goons culture of 2015 to Test. There’s a Test poster – who I won’t name because I’m pretty sure he gets off on being recognized – who has been making the argument that Test are more Goonie than Goons. And to him I say: I agree with you. Test have inherited the mantle of Goons and we became something else. Vily is Goons without the growth. PGL tried to destroy us in 2016 and thought we’d cave in like a rotten pumpkin because that’s what happened with his alliance. When we didn’t I believe he was shocked but he thinks it will be different this time. Well, I’m going to be the bearer of bad news for him because this group has been through much worse than we had in 2015. We have a lot of people who have been fighting consistently against people who had every advantage over them and they’ve come out the other end stronger. Will it be enough to beat 3x our numbers? Who knows, but I know these guys will be with me no matter what happens. I’ve been hearing the same story over and over in my fleets, I have pretty open comms (sorry Euros that I annoy with this policy) and people have been more reflective as of late. And I kept hearing the story from one guy after another about how they thought that Goons were the bad guys until they joined them. So tonight I asked my fleet to X up if they thought or had heard that Goons were the bad guys before they joined, this was the result: https://i.imgur.com/mJCEiS7.gif I’ve been pondering this, and wondering why people would join the bad guys. Every story varied but often people had tried other things and were unhappy and Goons were an unhappy choice initially but once they were in they saw how things actually worked and were happy with it. Some ended up by chance through a corp moving or just a friend invited them and that overcame their doubts. The point was that even though they heard we were the bad guys once they were here and got to experience our culture they saw it was different than what they had elsewhere. That’s partly why I think a lot of our guys are really passionate, they feel unfairly attacked. Now I’ve come a long way, but I want to address the 5 ton elephant in the room: The Mittani. I’m very aware that he said something stupid almost a decade ago. I addressed my thoughts in much more depth here. I don’t believe it was said with malice, but it still was an awful thing to say. However in my time interacting with him he’s always been a very passionate guy but I’ve never seen him suggest an untoward thing. He wants to win, he wants to use whatever legal way possible to do it and he’s a guy who’s shown a lot of growth personally. If he wanted to do something I thought was immoral I would hear about it and I wouldn’t support it, but I’ve never once been put in that position. I think a lot of you don’t understand that he’s a wrestling promoter. He can’t help but play a heel. He’s fantastic at it. And he’s fantastic for the game, lots of you guys on the other side want to win so you can wipe the smug smile off his face. This is awesome. More leaders should be like this, there are a few I really would like to do the same to (or have done in the past) and it’s great to have people that motivate you to fight them. The worst thing for this game would be a bunch of staid boring diplomats who didn’t inspire any vitriol. This game is about fighting after all. Another good thing about Goons and the Imperium is our diplomatic stance, although I don’t want a bunch of diplomats running the game I am very keen on keeping our words and Goons have done this more than any other group. Sister Bliss was talking with me about why Init has stuck with Goons and he said something about how every other group in the game had promised Init the world then screwed them when it was convenient and Goons were the only one who stuck to what they said and he values that. A few quick more bullet points:
Goons do not like renting. Of all the big alliances we’ve had the smallest rental program, we only reluctantly got into it when OTEC was broken and had to secure some income. We closed our rental program, but we kept out word and grandfathered our old renters so that they could stay and not lose what they’d agreed to. I think renting is a net bad thing for the game, actually very bad so I’m proud of this one. Culturally Goons have always opposed rental programs.
We forced the game into taking on all players regardless of skill point level. Groups like Brave, Horde, etc followed in our footsteps on this one. I firmly believe that getting players into groups that have the bandwidth to teach them the game with proven programs that know how to retain people is the best way to do it, rather than just hoping they join random highsec corp #1850 and hoping they aren’t run by toxic incompetent people.
Goons don’t sprawl. We’ve held 4 regions but 2 of those were more out of necessity than any desire to hold them. In one region we did the Querious Fight Club which has launched over 20 corps into nullsec alliances around the game or independently. Right now Pandafam covers 12 or 13 regions and is renting out many of them to aggressively botted alliances. If you look at the MER Frat is making more money than any other nullsec group and it’s not even close. Because of how densely packed we are our space is terrible for botting, probably the worst space in the game for it, which is another tick for us.
This is a personal one but Goon doctrines are more interesting. Screw Munnins, down with boring arty doctrines. I’m really happy we’ve been iconoclastic in our doctrinal decisions and have seen success with those choices.
So, that about wraps up my voluminous tome. What should you do with this information? Well, I hope no matter what side you were on you found it an interesting read. I’m not trying to convince anyone to not fight us. Jay and I were talking right as the war was starting about how we were in the perfect spot, no one expects us to win so if we do it’s more credit to us but if we lose it’s to be expected. If we end up back in an NPC station then I get to just replay my favorite time in Eve ever. But I hope I have shown you a little bit about why I believe Goons are one of the best alliances in the game right now, thanks for reading.

Anyone who has been paying attention to the news whether internationally, nationally, or state you know COVID-19 is going in the wrong direction unmoving very fast in the wrong direction.
Louisiana is experiencing the third surge of COVID-19.
Nov alone the US has had more new cases than in any other months and hospitalizations are at a record high nationally. Higher than other surges.
Yesterday the US added more than 169,000 new cases in one day and 898 deaths.
This week's WH Coronavirus Taskforce Report shows 474 new cases per 100,000 people last week we had 172 new cases per 100,000 people. The national average is 356 cases per 100,000.
So this is the first week in many weeks that LA has had more new cases than the national average.
Today we report ___ new cases and sadly 39 additional people have lost their lives to the virus for a Toal amount of ___ deaths. Reporting 1,052 hospitalizations, not the first of the month we had less than 600. Today we are up 40 than yesterday with more than 350+ net new COVID19 hospitalizations. 113 patients on mechanical ventilators.
When we see what's happening in state and across all regions we have to be very cautious about hospitalizations and maintain the capacity to give life-saving care to covid and non-covid patients.
Trajectory we are on it is imperative we take action now.
If we could flip a switch and get 100% adherence to mitigation measures to all measures we are still 2 weeks from seeing changes.
We are in for a rough patch, and the degree we flatten the curve and are successful will depend on eery Louisianan.
We are stepping a step back to a revised Phase 2. So Phase 2 with some modifications.
We got out of the prior surge by moving to Phase 2.
What does that mean?

Gating Criteria Slides:
What we are seeing is as concerning as it has ever been. We were lucky to have a reprieve from the rest of the countries rise in cases for a few weeks we are now where a large portion of the country is.
Top left shows % of patients coming into ER departments across the state with symptoms suggestive of COVID-19 you can see the prior spikes and now it is increasing again.
Top right show new cases on a rolling 7-day average you can see the first and second spikes and now the increase we are on which is almost identical to where we were going up in the second spike and clearly we have not hit the top yet.
Bottom left you can see the % positivity dated back to the date of collection and that is increasing as well up to 8.1% now will be posted on the dashboard tomorrow. You will see testing volume is also increasing. There is more COVID so more people are getting tested due to more exposure plus the increase around testing around the holiday. An increase in testing volume has no bearing on testing positivity. An increase in positivity and testing volume is a strong signal we are experiencing a lot of COVID.
Bottom right is the amount of hospitalized patients with COVID19 you can see the two spikes and now a sharp increase. It is a rate of increase that our hospitals cannot stand for very much longer.
Region analysis - every region across the state are seeing similar increases.
Region 1 Orleans - increase across the board.
Region 2 EBR - increase across the board.
Region 3 River parishes - increase across the board.
Region 4 - increases across the board.
Region 5 Lake Charles - increases across the board.
Region 6 Can LA - increases across the board with a very sharp increase in new cases and hosp.
Region 7 - increase across the board.
Region 8 - increase across the board.
Region 9 - increases across the board.
A month ago it was a mixed bag with some areas plateauing or increasing.
Now the entire state for all gating criteria is increasing, (only Can LA is plateauing for COVID-like illness reports).
Still have capacity across the state but this is a lagging indicator so if you act when hospitals are at capacity it is too late.
People waiting a long time to get a bed. One ER had to use recliners in the ER while people waited for a bed to open up.
Rural/smaller hospitals are having a difficult time transferring patients to other locations. Not every ICU bed is equal and some conditions require more expertise from an advanced center. Only a handful exist across the state. Even if a rural hospital has an ICU available if a patient presents with needing an advanced team and there are none available they may have to wait a couple of days before they get transferred in. That's a delay of care and has consequences.
Hospitals are stretched and already at staffing capacity. A nurse may typically care for 4-5 patients may now be caring for 6-7.
These things have consequences and it is just the beginning because we haven't hit capacity yet. This is a warning we have to act now. There are things we are working to preserve in the state and the ability to access normal hospital care is one of those priorities. We do not want to have to delay scheduled procedures.
The path ahead is dangerous. This is a dangerous time for Louisiana.
The trajectory we are on is dangerous. We are on a similar trajectory as before.
Now it is flu season so we have extra patients in the hospital.
Weather turning cold so more people indoors = more transmission.
Peak of the holiday season coming up so there's a temptation to gather. Gathering = more transmission.
Previous increases we were not in lockstep with the rest of the country. Every other state is seeing runs on hospital care and demands of their hospital staff at the same time we are. If we need to ask for help, it may not be there this time. In fact, we don't think they will be available because they will be caring for their own state's patients.

Related to Halloween? Seems people are willing to gather for Thanksgiving. Are we going to see a worsening 2 weeks after Thanksgiving We are already seeing just about as steep of an increase as we can get it really can't get much steeper than that. I don't know, looking back to Halloween, it was part of it. I think increases from other states was bleeding over into our particularly in Northern LA. Plus we are tired, COVID fatigue is real, and it's easy to get complacent. Even without Thanksgiving coming ahead we will continue to get worse. I don't know how much worse it gets with Thanksgiving. I cannot emphasize this more than enough if you need to make a decision for your family talk to someone who has had it, experiencing the disease, or someone who has worked in the affected healthcare facilities during those two surges. How much is being driven by small gatherings indoors and if so it doesn't seem restrictions matter than much Small gatherings have been a larger component than months ago, there is no question about that but that is just one slice. We continue to see a lot of cases tied to bars, restaurants, events, and churches as well. Mitigation measures are going to be significant in their effect but not absolute. The other side is that people really need to make responsible decisions when no one is looking. No one will police who parities but I want families to take it seriously and know what the real risks are and make an informed decision. The more families are informed the more they will be likely to say for this year, for my family, it is just not worth it. Gov. JBE
We have already been told that for example if we will request help from he Fed gov in respect to medical care to Louisiana there are 12 individual and discrete things we have done first before we can be considered.
Strong indication we cannot count on that.
Difference between Spring and Summer surges when we did have medical personnel available from requests to the Federal government at that time.
Partially important for Northern and Central LA. I do not know how hard it will be to go back in the gating criteria for those regions but if you go to Region 6. If you look right at the summer surge we never got those numbers as far down as we wanted to we never got those numbers down to where we wanted to. So the baseline of going into the third surge is much higher relatively speaking to the state as a whole. So we are already in a much more difficult place.
Statewide the non-COVID patient population is higher now than it was in the Spring or the Summer.
Region 7 you will see the right of the summer surge the numbers did not come down to be even close to where they were before the summer surge started. So they have a very high baseline of cases.
Region 8 the same thing.
Our numbers are worse and they are getting worse everywhere so I hesitate to bring up regions 6,7, and 8 because people might think that's the only places we need to be focused on. That is not true, but I will tell you its a particular concern if you are in Central or Northern LA because you have such a high baseline going into this.
While we need adherence to restrictions everywhere it is particularly acute in Regions 6,7, and 8.
Breakdown of Phase 2 (modified) will become effective tomorrow and last 28 days (4 weeks) expiring on Dec 23:
Statewide surge requiring a statewide effort.
Follows the White House Coronavirus Task Force recommendations.
Last time we had such a large single-day increase was in July -- which is when we took action through implementing Phase 2 and the mask mandate -- and collectively the people across Louisiana responded and we bent the curve.
Time for us to rise again and meet the challenge before us.
With the Holiday season before us we really gotta pay attention to this now so we do not overburden our hospitals to not deliver care. I do not want to have hospitals have to cancel elective surgeries or medical procedures want. Delayed non-emergency procedures and surges often transmit into emergencies later on. Do not want doctors to have to make crisis care decisions pitting cases against one another due to a lack of resources.
We have avoided crisis care during our previous waves because we worked together to flatten the curve.
If there was ever a time to step up and be a good neighbor, whether it is to your actual neighbor or to someone in LA you have never met, that time is now.
People do not stop having car accidents because of a pandemic. There are still critical care needs apart from COVID.
Do it for the medical professionals as well who have been overworked since March.
To keep schools open.
Encouraging all employers public and private to maximize the use of telework where possible.
Ask families to engage in safe holiday-related activities. When you gather with those outsides from your household the more times you do it the more you roll the dice and the more likely it is that you or multiple people get sick. With community spread the dice are loaded against you. I ask you not to do this, especially during the holidays. It is what the CDC and LDH recommend.
Start planning now for a safe Christmas and Hanukkah.

When LDH updates the two-week case incidence numbers tomorrow there will be some parishes where bars close, that were going to happen regardless of these changes because those parishes would have exceeded the 10% that was previously required.

It was a critical part of slowing the spread in the summer and is a critical part now.
Now we know wearing a mask also reduces transmission to you as well as those around you.
Doing everything we can to keep schools open.

Do not have an expectation that by Dec 23rd we will reduce restrictions a couple of days ahead of Christmas.
All data indicates we in for a couple of rough months.
No one should believe we will relax restrictions around that time.
I hope and pray, and believe, we will not have to put more restrictions in place before then.
Will be dependent on if the people of Louisiana embrace the mitigation measures and flatten that curve again. If we stay on the current trajectory we will be forced to put more restrictions in place.
Everyday households need to stick together and reduce interaction with those outside of their household.
Any activities that do take place should take place outside rather than inside.
Odds are 20x higher to catch the virus indoors than outdoors when the same activity takes place.
We are expecting rain this week perhaps staying with us through Thanksgiving and after.
Even if you planned the safest possible event with it intended to be outdoors there is a good chance you will not be able to do that.
Now is your opportunity to adjust your Thanksgiving plans.
Do not have people from different households come indoors together. The virus doesn't care if you are a relative.
If you want a Christmas without loved ones in the hospital, or worse, you need to be extremely careful on Thanksgiving and every day.
Next few weeks would normally be holiday party time - office, block, family, etc.
Holiday parties are a recipe for disaster now. Asking people to forgo those parties.
There is a light at the end of the tunnel, it is not a high-speed train heading in our direction, I believe in a few months we will be able to put the pandemic behind us. Next month we can start vaccinating in small numbers and will take some time to get to the general population. Do not get in your mind we will have to mask up and physically distance forever. There is an excellent chance that next Thanksgiving will be the best one ever. While there is COVID fatigue and I know it is real, it is also real that we are looking for renewed interest and compliance for a finite amount of time. I hope it inspires people to do what is required and know they won't have to do it forever. The next few months are critical. We need everyone to be on the same page.
Holidays are about showing your love for those you care about. The best way to love someone right now is to give them COVID. So like it says, "pass the pie and not COVID" that is our mission. That is the mission for everybody in Louisiana.
Follow the commonsense public health measures, the restrictions, and mitigation measures.
They work and have worked before.
Mitigation measures: wear a mask, stay 6ft apart from that outside of your household, wash your hands for 20 seconds, stay home when sick, and protect the most vulnerable from this disease (65+ in age and those with co-morbidities).

Owe a debt of gratitude for those who have worked so hard for months now. We should not make it harder than it needs to be. We should all do our part.
Epidemiologists in Louisiana say we may be getting diminishing returns on our introduction of restrictions than what we previously saw. Are you concerned that the impact of the introduction of these restrictions will be more gradual and the implications that may have I am concerned about an awful lot as it is related to COVID19 and this pandemic. There is not one easy decision I have made nor one that has brought me joy. I am convinced that if the people of Louisiana will embrace these mitigation measures and restrictions, be patient and selfless, and ensure compliance that we will flatten the curve again. That is what I know. There are no magic tricks to be worked here. The only way to stop a surge is with restrictions and mitigation measures. So with the numbers increases here and around the country as they are the sense of urgency that you see coming out of leaders in Washington right now, as seen with Vice President Pence and the Coronavirus Task Force the other day, everyone should understand that this a very very serious situation. We have to do our part in order to slow the spread. It has to be a collective effort. No one should say is 99% of the people do it that's good enough I don't have to personally do it... that doesn't work. We all have to see it as a common effort that we all play our part. If someone would have presented a better option to flatten the curve I would have taken it. I know we have COVID fatigue here and around the country. If there was something other than wearing masks, washing your hands and staying home when you are sick, and so forth I would embrace it. It doesn't exist. That is why you hear this coming out of Washington and all the other healthcare workers how important these are. So let's do it. Let's flatten the curve again. I feel very comfortable that in several months, not sure when we will have enough of our population vaccinated that I believe we can start putting in the rear view mirror. Until now and then we have to do what is necessary. I do not know if there is another surge after this one, I pray not, but we know we are surging now. Are you trying to change the way enforcement has been handled on these public health issues. Obviously the problem is people aren't following previous guidelines.. so are you making changes to enforcement? We will continue to work with businesses of all types and venues to ensure that they understand that the restrictions are what rules they have to abide by. Individuals and businesses can get more information at opensafely.la.gov and you will get more information. Will there be enforcement? Yes, there will be, but I am going to say what I've said back in March and every time since then, if the people in Louisiana insist we enforce our way through this we are doomed to failure. There are 4.66 million Louisianas and 10s of thousands of business and quite frankly we cannot enforce our way through this. We are going to be asking people to comply, do compliance visits, respond to complaints, and where people refuse to come int o compliance you can expect enforcement. That will not get us through this surge. That will not protect the health of our fellow Louisianans, it is better than not doing any enforcement. We need to have people doin this because it is the right thing to do. They need to embrace it, not because it is pleasant but at the end of the day this about people's lives are talking about. We are doing our very best to strike the balance between lives on one hand and livelihoods on the other. When it comes to economy, to business, to employers, to livelihoods, the best thing we can do is put this virus behind us. Are the rules for temporary conditional permits allowing bars to operate as restaurants remain in effect? Yes and we currently have 372 bars using conditional permits to operate as restaurants. They are not a hybrid, they are not part bar or part bar. They operate as restaurants if they are operating properly and they follow all rules for restaurants. For other establishment that continue to operate as bars they need to follow the way we outlined bars operate today. What are you doing for your Thanksgiving celebration. You have a son who is coming home from college because LSU is going virtual for Thanksgiving Yeah I have a son who actually lives here in Baton Rogue and he will likely be coming home to spend some time with us. I will tell you we will stay in baton Rogue at the mansion and have a Thanksgiving meal that consists of the immediate household. We will gives thanks because even during this pandemic which has been so tough on people, even after the 3 hurricanes that hit this year, we have so much to be thankful for. God has truly blessed us. Thanksgiving is a day to give thanks and that is important to me and my family and we are going to do it, but last year I remember my 84 year old mother came, my 6 siblings all came with their spouses and children and grandchildren. We had 80 or 90 people. You will not be seeing that this year and you will not see it at Christmas either. I hope and pray that if you are with me on Thanksgiving Day of 2021 you will see that. I believe that you will, but between now and then we all have to do our part. Did you tell Legislative leaders about these new restrictions before you came out here today? What was their response? Yes, I did. You need to know that I routinely send data and information to the Speaker and to the President. We have complete transparency on the data we are relying on because we update it every day aside for Saturday. We also have sent Legislative leadership, and I believe every member of the Legislature, every White House Coronavirus Task Force report whenever we get them. This morning in a addition to those things we presented all gating criteria slides to the Speaker and the President. We talked about where we were especially in light of our hospital capacity and our need to go back to a modified Phase 2 in order to flatten the curve again. They asked some questions, expressed concerns to makes sure whether the Fire Marshall or ATC will work with proprietors and bar owners to maximum extend possible so they can know hat is expected of them and be given an opportunity, if they are operation in good faith -- of which the overwhelming majority of businesses are -- to come into compliance. That has been our approach throughout the pandemic. We have always bent over backwards to make sure individuals know what the rules give them every opportunity to come into compliance and only after persistent shortcomings/refusal to do any real enforcement actions like citations take place. I assured him our approach would not change. Does the influx of new vaccines change our prognosis at all We have a draft plan in Louisiana that we continue to update and revise daily. The reason it is a draft plan is that we still don't know the day that we will get the first vaccines nor the number of doses that will be there. I have every expectation that around mid-December we should receive some doses of the Pfizer vaccines first. We don't know how many it could be as few as 30,000 or might be 60,000 we do not know for sure. We think the first doses of the Moderna vaccines would come weeks later, perhaps with a smaller number available initially. We continue to work with our federal partners. We were on the phone with Azar yesterday and talked about the logistical aspects of Project Warpspeed. Once the vaccine gets the EUA from the FDA we will have the vaccine in route to our location(s) of choice in 24 hours. The first shipment will be prioritized to healthcare workers, then high-risk groups (nursing homes, assisted living centers, congregated shelters), then the list expands from there out. Ultimately we want to get to a place where we put a call out to the general population they can go to their health unit (hospital, doctor's office, or pharmacy) and get the vaccine. This is not a one and one vaccine, it requires a second dose, depending on the manufacturer that could be between 21-28 days later. More vaccines may come only over time and some of these things may change. I do not want talk of the vaccine, it is critically important and no one is more excited than I am, but I do not want the talk of the vaccine to cause people to not pay attention to what is imperative right now. That is why you hear Dr. Birx, Dr. Fauci, Azar, talking about the term of bridging to the vaccine and needing to double-down on measures until the vaccine is widely available. The vaccine will not be here in the numbers we need soon enough to reverse the trajectory and numbers we went over today. I do want to mention I have every confidence that when the FDA issues that EUA that that vaccine will be safe and effective. I hope my fellow Louisiana will embrace the vaccine. A vaccine saves 0 lives but vaccination can save a lot of lives. The vaccination requires the vaccines and an individual to receive that vaccine in two injections. So please understand the FDA has not cut out any steps required to evaluate the safety and efficacy of these vaccines. In fact, the trial sizes were 5x-6x more than one would normally see in a trial. They took steps consecutively instead of sequentially to make this vaccine thereby shortening its time for production. They started the mass production while trials were still happening. So if that authorization comes they have the vaccine to distribute and more to be distributed and you don't have to start that manufacturing process up from the beginning. So I really want people to embrace this and understand they will be safe and effective once the call goes out to start vaccination. Does the state have enough cold storage for the vaccines or does the state have to put in some money for that? We've identified the cold storage capacity that we need pursuant to our plan to administer the Pfizer vaccine. Its a combination of cold storage capacity and dry ice. We will be in good shape there. This is why you have to have really good hard work going on hard in advance. That way working with hospitals and universities you are able to identify all the cold storage you have, where is available for these vaccines and then you plug that into your plan. That will not be a limiting factor in terms of receiving the vaccine. Logistically it makes it more complicated because you have to receive it at those sites and distribute it from there. They are still evaluating how long the vaccines remain stable once they thaw out. We will be all over that so we will make sure if that vial falls out it will be administered while it is stable and making sure that people come and get the second dose as well.

As I mentioned awhile ago, despite how difficult this year has been for all of us both individually and as a state, there is a lot for us to be thankful for. That is always the case. So Thanksgiving is about giving thanks for the blessing we enjoy and I would encourage people to find ways to have a celebration that is safe so we can be thankful for the blessings we have while being mindful of the dangers of this pandemic. There are dangers if we insists on celebrating the holidays as we have in past. I cannot strongly encourage people to be patient. I know you are tired of this but be patient and love your loved ones by making sure you do not expose them to unnecessary risk. We close to them through the phone, FaceTime, and other ways. Let's look forward to getting together without restrictions and mitigation measures. Unless between now and then we are too risky with our behaviors and we'll be lamenting the fact that we didn't do what we were asked to do. That some of our loved ones won't be with us when the time comes to celebrate in person. When that next birthday, Thanksgiving, or Christmas happens. I encourage everyone to do their part. You've done it before. We can do it again. I am not asking for you to do this forever. There is finite time I am asking for. I cannot tell you when, but I believe in several months we will be putting this in our rearview mirror, but it is not today. In fact, it is not in our rear-view mirror it is in our grill and it is a nasty nasty situation here in Louisiana like it is around the country. We do not have a moment to waste. Everyone has to do their part. If we do, and I'm sure we will, we will get through this. I have every confidence of the people in Louisiana. They have always inspired by their kindness, goodness, and generosity and I believe they will do it again. So let's work together. Let's save lives. God bless and thank you.
